The Bellingham Housing Authority was established in 1945 to provide and manage low-income
housing for residents of the city of Bellingham. Whatcom County Housing Authority contracts
with the Housing Authority to administer its programs. In addition, the two entities share a Board
of Commissioners. The Whatcom County Executive appoints two members and the city of
Bellingham Mayor appoints three members. The combined Housing Authorities have
approximately 63 employees. During fiscal year 2006, the Housing Authority had operating
revenues of $16,625,470 and operating expenses of $17,212,055. The Housing Authority is
primarily funded by federal grants.
