The below letter says that the Washington Counties Insurance Fund is not a government agency, but is a private, non-profit trust operating under Article 501c9 of the Internal Revenue Code.

The management of the Washington Counties Insurance Fund (“Fund”) offers the readers of the Fund’s financial statements, this narrative as an overview and analysis of the financial activities for the fiscal year ended December 31, 2005. To more fully understand the financial position of the Fund, this narrative should be considered in conjunction with the information contained in the Fund’s financial statements and accompanying notes. The Fund was established to provide medical, dental, vision, life, accidental death and dismemberment, disability and other benefits to the eligible employees of participating employers and the dependents of eligible employees. The major Fund expense is payment of premiums to the insurance carriers.

I got information about the Washington Counties Insurance Fund from the Washington State Auditors webpage about audit reports they've done on Washington State agencies. Apparently even though the Washington Counties Insurance Fund is not a government agency, the Washington State Auditor has the right to audit them. http://www.sao.wa.gov/reports/auditfinding/frmAuditSearch.asp?opt=2
