The Olympia Washington Kiwanis members and their friends have cost the Washington State taxpayers over $50 million dollars (so far), because of their willful ignorance of long term, merciless and well known, child abuse that occurred at the Olympia Kiwanis Boys Ranch.

The Kiwanis Vocational Home or Coffee Creek Center in Centralia, Washington, was sponsered by a Kiwanis Club in Centralia or Chehalis, and was run as poorly as the Olympia Kiwanis Boys Ranch.

Former Kiwanis member Gary Bloomfield gave a statement to the Wash. St. Patrol on December 11, 1995. He said that in 1986 Olympia Police Chief Wurner came to an Olympia Kiwanis directors meeting and told the Kiwanis about the troubles at the OKBR. Chief Wurner was ignored.

Below is a chronological overview of the Department of Social and Health Services' (DSHS) involvement with the Olympia Kiwanis Boys Ranch (OKBR). Most of these incidents should have been "red flags" for DSHS and the Olympia Kiwanis . The incidents listed were reduced from more than 450 reports, memos, letters, and statements.

1977 6/01/77 AUDIT OF THE OKBR CONTRACT 7/15/75 TO 6/30/75 IDENTIFIED OVERPAYMENT OF $10,081.

1979 3/1/79 AUDIT FOR THE OKHR SHOWS THE NEED FOR QUALIFIED SOCIAL SERVICE PERSON AND OVERPAYMENT IN 1978 OF $1,594.

1979 11/28/79 JOHN DOE #4, A 16 YEAR OLD BOY, WAS PLACED IN A LICENSED FOSTER HOME BY THE OKBR. HE ASSUALTED A FIVE YEAR OLD GIRL AT THE BUS STOP AND FEFT HER THERE NEAR DEATH. THIS INCIDENT OUTRAGED THE COMMUNITY AND RESULTED IN CIVIL PAYMENT OF $11,000 BY DSHS.

1980 1/28/80 SUSTAINED ALLEGATION, OKBR ASSISTANT DIRECTOR QUEENER LOST COMPOSURE AND STRUCK A RESIDENT SEVERAL TIMES.

1980 9/5/80 JAMES EDGBERT AND ROY HANNING DEEDED OVER PROPERTY IN MASON COUNTY TO OLYMPIA HOMES FOR YOUTH (OKBR). THIS IS THE SAME COUPLE JOHN DOE 4 WAS LIVING WITH WHEN HE ASSAULTED THE FIVE-YEAR-OLD GIRL.

1980 10/10/80 CHILDREN WERE BEING PLACED WITH ELGBERT AND HANNING FOR WEEKEND VISITS. AFTER ONE WEEKEND, A BOY REPORTS SEXUAL CONTACT BY HANNING, RESULTING IN A CONVICTION OF SEXUAL ASSAULT.

1981 7/7/81 Audit OF THE OKBR INDICATES SEVERAL OF THE DEFICIENCIES NOTED IN THE 1979 AUDIT REMAINED UNCORRECTED. THERE WERE NO WRITTEN TREATMENT PLANS FOR BOYS IN FOSTER HOMES. THE SOCIAL SERVICE WORKER AT THE OKBR DID NOT MEET EDUCATIONAL QUALIFICATIONS. NO DOCUMENTATION OF VISITS BY THE OKBR STAFF TO CHILDREN IN FOSTER HOMES.

1982 5/27/82 TWO BOYS WERE REMOVED FROM THE OKBR BY A CASEWORKER FOR THEIR SAFETY. THE BOYS HAD BEEN FORCED TO JOG IN FRONT OF A CAR AND ONE WAS TAPPED BY THE CAR. WHIIE ON A HIGHWAY CLEAN-UP PROJECT. A FIGHT ENSUED AT THE DIRECTION OF AN OKBR STAFF PERSON. THE FIGHT WAS BEING USED BY THE STAFF PERSON AS DISCIPLINE. ONE BOY RECEIVED A LACERATION ABOVE HIS EYE, REQUIRING 5 STITCHES. HE WAS TAKEN TO THE HOSPITAL FOUR HOURS AFTER THE FIGHT.

1983 2/7/83 INCIDENT REPORT OF A CHILD SEXUALLY MOLESTED BY A FOSTER PARENT PLACED FROM THE OKBR. THE FOSTER HOME WAS LICENSED AND MONITORED BY THE OKBR.

1984 9/27/84 CHILD NOT RETURNED TO THE OKBR BY CASEWORKER AFTER HE RAN AWAY. CASEWORKER STATED THAT THE OKBR FAILED TO FILE A REPORT OR NOTIFY DSHS WHEN CHILD RAN AWAY BEFORE. THE OKBR FAILED TO REPORT INCIDENTS WHERE RESIDENT ATTACKED OTHER RESIDENTS-ONCE WITH A KNIFE AND ONCE WITH A MACHETE. NETHER OF THESE INCIDENTS WAS REPORTED TO POLICE OR DSHS. THE CASEWORKER STATED, "I DO NOT SUPPORT A PROGRAM WHICH IN MY BELIEF IS NOT WORKING FOR THE CHILD'S BEST INTEREST."

1985 9/16/85 PERFORMANCE AUDIT OF DIVISION OF CHILDREN AND FAMILY SERVICES (DCFS) OLYMPIA OFFICE. NO PROCEDURE FOR HANDLING CLIENTS CONCERNS. PERFORMANCE EVALUATIONS NOT BEING COMPLETED. CASES NOT BEING ASSIGNED BY CPS SUPERVISOR MADISON. PROPER DOCUMENTATION NOT IN PLACE. FALURE TO MONITOR EXPENDITURES.

1986 3/5/86 VAN WOERDAN REFUSED TO ALLOW WESTON AND ENNETT TO INTERVIEW YOUTHS AND DENIED ACCESS TO PROPERTY. THEY WERE AT THE OKBR AS PART OF THEIR LICENSING FUNCTION.

1986 3/10/86 LICENSOR STEVE EMMETT WROTE TO REGIONAL ADMINISTRATOR MARK REDAL ABOUT CONCERNS OF DR. GARY BLOOMFIELD. BLOOMFIELD WAS NEW TO THE OKBR BOARD AND ATTENDED A MEETING WHERE OLYMPIA POLICE CHIEF WURNER DISCUSSED CONCERNS OF A HIGH INCREASE IN ASSUALTS AND RUNAWAYS AT THE OKBR. BLOOMFIELD WANTED TO BE SURE DSHS WAS ADVISED OF THIS INFORMATION AND THAT SOMETHING WAS BEING DONE.

1986 6/11/86 CORINNE NEWMAN, THURSTON COUNTY JUVENILE COURT ADMINISTRATOR, WAS CONCERNED ABOUT THE SAFETY AND LACK OF SUPERVISION OF BOYS AT THE OKBR. SHE PRODUCED A REPORT SHOWING 1,240 DETENTION DAYS FOR BOYS FROM THE OKBR, DATING BACK TO 1984. THE REPORT IS SENT TO AREA MANAGER KRISTY GALT AND REDAL.

1987 1/16/87 INTAKE REPORT OF FORCED SEX BETWEEN RESIDENTS AND PHYSICAL ABUSE OF RESIDENTS BY STAFF. THE INCIDENT IS REPORTED AS FORCED SEX. THE STAFF OF THE OKBR CONSIDERED THIS SEX AS NORMAL ADOLESCENT BEHAVIOR AND COULD NOT DETERMINE THAT IT WAS FORCED. THE PHYSICAL ABUSE INDICATED IT WAS A STAFF PERSON WHO FORCED A RESIDENT TO DRINK LIQUID SOAP FOR USING PROFANIY. THIS CASE WAS RECEIVED ON 1/16/87 AND WAS ASSIGNED TO CPS INVESTIGATOR GEORGE HARTWELL ON 1/26/87.

1987 5/22/87 A LETTER FROM WESTON, DSFS LICENSOR, TO VAN WOERDAN IS SENT REGARDING THE INTAKE REPORT OF 1/16/87. tHE INVESTIGATOR FOUND NO ABUSE OCCURED. THE LIQUID SOAP DISCIPLINE WAS DESCRIBED AS INAPPROPRIATE. THE SEXUAL ABUSE OF A RESIDENT BY ANOTHER RESIDENT WAS DENIED BY THE ALLEGED VICTIM. 1987 12/14/87 REPORT OF SEXUAL ABUSE OF OKBR RESIDENT JOHN DOE 5. JOHN DOE 5 RAN AWAY AFTER BEING SUSPENDED FROM SCHOOL. HE ATTEMPTED TO CALL HIS CASEWORKER, WHO WAS NOT AVAILABLE. HE SPOKE WITH CASEWORKER SUPERVISOR, ENGLAND AND TOLD HIM HE HAD BEEN SEXUALLY ABUSED BY RESIDENTS AT THE OKBR. ENGLAND CALLS VAN WOERDAN, WHO PICKS HIM UP. VAN WOERDAN CALLS THIS A CASE OF TYPICAL ADOLESCENT EXPERDAENTATION. GROUP HOME MONITOR ERIC BAILEY WAS AT THE OKBR AND INVESTIGATED THE INCIDENT. RCW 42.17.31901

1992 4/29/92 OLYMPIA SCHOOL DISTRICT STAFF MET TO DISCUSS THEIR CONCERNS OF THE OKBR. THERE ARE QUESTIONS OF STUDENTS NOT RECEIVING THEIR MEDICATION ON A REGULAR BASIS. A LACK OF A THOROUGH ENROLLMENT PROCESS TO PROVIDE SCHOOL STAFF WITH NEEDED INFORMATION. THE OKBR STAFF HAS MISSED MEETINGS SET UP BY THE SCHOOL STAFF. THE OKBR STAFF HAS STATED THEY WILL NOT PARTICIPATE IN INTERAGENCY MEETINGS. THERE SEEMS TO BE INCONSISTENCY ON THE PART OF THE OKBR STAFF IN IMPLEMENTING CONSEQUENCES FOR INAPPROPRIATE SCHOOL BEHAVIOR.

1992 5/18/92 PUTMAN WRITES TO VAN WOERDAN TO CALL THE SCHOOL DISTRICT AND RESET THE MEETING THAT HE WAS TOO BUSY TO MAKE. PUTMAN ASKS FOR VAN WOERDAN'S COOPERATION IN THIS MATTER.

1992 6/2/92 INTAKE REPORT OF PHYSICAL ABUSE OF RESIDENTS BY STAFF MEMBERS OF THE OKBR. RESIDENT HAD HIS ARM PUT BEHIND HIS BACK SO FAR THAT HE CRIED. RESIDENT WAS GRABBED BY STAFF AND THROWN INTO HIS ROOM.

1992 6/15/92 OKBR SOCIAL WORKER LAURA RAMBO CALLS MADISON AT CPS TO REPORT THAT SOME OF THE RESIDENTS HAD GOTTEN INTO SOME ALCOHOL, GOT DRUNK, AND HAD SEX. THERE IS A QUESTION OF WHAT WAS TOLD TO MADISON. MADISON INDICATES THE PHONE CALL WAS TREATED AS A REQUEST FOR CONSULTATION. SHE DID NOT KNOW THE NUMBER OF CHILDREN INVOLVED OR THEIR AGES.

1992 6/15/92 tHIS INCIDENT INVOLVED A BURGLARY, ALCOHOL CONSUMPTION, AND RAPE. IT WAS NOT REPORTED TO POLICE AND WAS NOT INVESTIGATED BY CPS. (GENERAL ACCEPTED PHILOSOPHY OF REGION 6, CHILD-ON-CHILD SEX IS NOT A CPS ABUSE ISSUE.)

1992 7/1/92 A DRAFT DOCUMENT OF DCFS MANAGEMENT AND SOCIAL WORK PRACTICE REVIEW IS PRESENTED BY NORTHWEST ASSOCIATES TO DSHS MANAGEMENT. THE STUDY COST $122,000 AND WAS CANCELED PRIOR TO IT BEING FINALIZED. THIS STUDY REFERS TO THE 1964 GREENLEIGH REPORT CONCERNING SIMILAR ISSVES.

1992 7/1/92 OLYMPIA POLICE START AN INVESTIGATION OF ONGOING PHYSICAL AND SEXUAL ASSAULTS AT THE OKBR. THEY ARRESTED TWO RESIDENTS FOR RAPE THAT OCCURUED DURING THE NIGHT.

1992 7/2/92 INTAKE IS ADVISED BY OLYMPLA POLICE DEPARTMENT OF THE INVESTIGATION AND ARRESTS.

1992 7/2/92 LICENSING SUPERVISOR JIM O'NEAL ISSUES A STOP PLACEMENT ORDER FOR THE OKBR.

1992 7/2/92 LICENSING RECORD WRITTEN BY PUTMAN INDICATES A CALL FROM MADISON THAT SHE WAS NOTIFIED 2 WEEKS AGO BY LAURA RAMBO TO REPORT THAT A GROUP OF RESIDENTS FROM THE OKBR BROKE INTO A HOME, DRANK WINE, AND ENGAGED IN CONSENSUAL SEXUAL ACTIVITY. AN ADDITIONAL ENTRY FOR THIS DAY IS A CLL FROM GASSETT AT THE OLYMPIA POLICE DEPARTMENT TO ADVISE OF AN INVESTIGATION ON THE OKBR. PUTMAN WRITES CHARGES MAY BE FILLED AGAINST STAFF PERSONS WHO MAY HAVE HAD KNOWLEDGE OF SEXUAL ACTIVITY WHICH THEY FAILED TO REPORT, STOP. OR PROTECT AGAINST. THE SITUATION IS CHARACTERIZED AS "AN ONGOING VICTIMIZATION." THE OLYMPIA POLICE DEPARTMENT ATTRIBUTES NUMERIOUS IN THE VICINITY TO THE RESIDENTS OF THE OKBR. PUTMAN CALLS RAMBO, "SINCE OKBR DID NOT CONTACT THE DEPARTMENT."

THE REPORT WAS TO BE KEPT CONFIDENTIAL AND WAS PROVIDED FOR CPS USE TO ENSURE THE SAFETY OF THE CHILDREN AT THE OKBR. HARTWELL GAVE THE REPORT TO VAN WOERDAN, KNOWING THE OKBR STAFF WAS BEING INVESTIGATED. THE RELEASE OF THIS FILE SETS IN MOTION A CHAIN OF EVENTS AND BEHIND-THE-SCENES POSTURING BY ATTORNEY BUZZARD. LETTERS FROM OKBR ATTORNEY BUZZARD GO OUT TO GASSETT, CHIEF WURNER, REDAL, AND PROSECUTOR SUTHERLAND.

1992 7/15/92 DSHS MEETS WITH MEMBERS OF OLYMPIA POLICE DEPARTMENT TO DISCUSS THE POLICE INVESTIGATION.

1992 7/16/92 HARTWELL IS ASSIGNED TO A RISK ASSESSMENT OF THE OKBR. HIS REPORT SAYS POOR JUDGEMENT ON THE PART OF THE STAFF AT THE OKBR AND INCONSISTENCY IN REPORTING ABUSE. HARTWELL STATES THE PROPOSALS IN HIS REPORT REPRESENT A BEGINNING POINT FOR WORK TO ENABLE THE GROUP HOME TO CREATE A CLMIATE IN WHICH THE THREAT OF SEXUAL VICTIMIZATION/EXPLOITATION IS REDUCED TO AN ACCEPTABLE LEVEL. HE INDICATES THERE IS A LARGER PROBLEM CONCERNING THE INADEQUATE SUPPLY OF GROUP CARE BEDS.

1992 7/17/92 AAG McCARTAN ADVISES DCFS REGION 6 ADMINISTRATION TO WRITE A MEMORANDUM OF UNDERSTANDING TO THE OKBR. ASSISTANT SECRETARY SOLIZ IS NOT AWARE OF THE SITUATION AT THE OKBR OR THIS MEMORANDUM.

1992 7/30/92 GASSETT IS CALLED BY A WITNESS (FORMER OKBR EMPLOYEE SWINEHART) WHO SAYS VAN WOERDAN HAS INFORMATION FROM THE STATEMENT HE GAVE TO POLICE. HE IS TERRIFIED BY AN ANONYMOUS CALL ABOUT HIS STATEMENT.

1992 7/31/92 GASSETT CONFRONTS HARTWELL REGARDING THE RELEASE OF THE POLICE REPORT. HARTWELL TELLS GASSETT THAT HE RELEASED THE REPORT TO VAN WOERDAN AND STAFF BECAUSE THEY HAVE THE RIGHT TO KNOW. HE TELLS HER SHE IS ON A WITCH HUNT.

1992 8/4/92 REGIONAL ADMINISTRATOR REDAL RIF'S THE GROUP CAR COORDINATOR MONITOR POSITION IN REGION 6. THIS ELIMINATES THE SCREENING AND REFERRAL OF CHILDREN TO APPROPRIATE GROUP CARE FACILITIES AND THE MONITORING OF GROUP HOMES. OTHER FUNCTIONS ARE ALSO REDUCED OR ELIMINATED.

1992 9/192 GARY CARLYLE FROM THURSTON COUNTY DETENTION DELIVERS TO REDAL AND GALT A COPY OF THE OLYMPIA POLICE REPORT. CARLYLE SAYS TO REDAL, "READ THESE, AND IF YOU EVER PLACE A KID THERE, I WILL BE SURPRISED." CARLYLE FELT GALT WAS SUPPORTIVE OF THE OKBR STAFF BECAUSE OF COMMEN'TS REGARDING THE POLICE REPORT.

1992 9/15/92 CORINNE NEWMAN, THtfRSTON COUNTY DLTENTION ADMINISTRATOR, TALKS WITH REDAL WHILE AT A CONFERENCE ON CHILD CARE. NEWMAN EXPRESSES HER CONCERNS OVER THE SAFETY OF THE BOYS AT THE OKBR. SHE IS LEFT WTTH THE FEELING NOTHING IS GOING TO HE DONE BY DSHS. EARLY THE NEXT WEEK, SHE BRINGS HER CONCERNS TO THE ATTENTION OF SUPERIOR COURT JUDGE PAULA CASEY, JUVENILE JUSTICE LIAISON.

1992 10/2/92 CHIEF WURNER, AND OLYMPIA CITY PROSECUTOR CALLNER MEET WITH COUNTY PROSECUTORS SUTHERLAND AND TABOR. WURNER GIVES THEM THE POLICE REPORT AND RECOMMENDS THE PROSECUTION OF THE OKBR STAFF. HE OFFERS A DETECTIVE AND PROSECUTOR TO ASSIST THEM. SUTHERLAND EXPRESSES CONCERN TO CALLNER ABOUT HIS POSSIBLE CONFLICT OF ITEREST WITH HIS INVOLVEMENT IN THE KIWANIS.

1992 10/2/92 DURING THE NEXT TWO WEEKS, TABOR REQUESTS ADDITIONAL INFORMATION FROM THE OLYMPLA POLICE DEPARTMENT ON THE CRIMINAL CHARGES AGAINST OKBR EMPLOYEES VAN WOERDAN, RAMBO, AND QVEENER. HE HAS A MEETING WITH KIWANIS MEMBERS, AND THEY REQUEST A COPY OF THE POLICE REPORT. TABOR TELLS THEM HE NEEDS PERMISSION FROM VAN WOERDAN TO RELEASE IT. VAN WOERDAN CALLS AND GIVES PERMISSION, SO SUTHERLAND GIVES THE REPORT TO KIWANIS PRESIDENT VAN SCHOORL BEFORE THE INVESTIGATION WAS COMPLETED.

1993 2/1/93 THE STOP PLACEMENT ORDER ISSUED ON 7/2/92 IS LIFTED BY DSHS, ALLOWING THE OKBR TO TAKE ON NEW BOYS.

1993 8/4/93 SUE CORWIN, LICENSOR, WRITES QUEENER ABOUT THE MONITORING REVIEW CONDUCTED ON 8/3/93. SHE SAYS THERE ARE A SIGNIFICANT NUMBER OF VIOLATIONS OF THE MINIMUM LICENSING REQUIREMENTS AND A FAILURE TO PROVIDE ONGOING DOCUMENTATION AS STATED IN THE CORRECTIVE ACTION PLAN OF 10/30/92.

1995 3/30/95 CPS SUPERVISOR MADISON IS ISSUED A REPRIMAND FOR FAILING TO ASSIGN 71 CASES FROM 1/1/94 TO 9/30/94.

Just came across your pages and felt the urge to respond... In the early 80's (81-83) I was at the OKBR frequently as a young kid walking to/from school, I became friends with some of the boys. At one point a small boy confided to me that he was being raped by another boy in the home. The abusing boy talked about it openly!
Days later I walked the victim to OPD where we both gave statements. Later that evening I began to receive these incredibly threatening phone calls from a woman employee of the ranch who's name I believe was Paulette at my home. She kept calling over and over screaming at me calling me names. It was horrible. I thought I was helping someone. Nothing came of it. Then all these years later, it all comes out ... one of the boys that I had known there left as a young adult and still couldn't get it together, he eventually killed himself. As an adult now I don't often think back to those times but it still saddens me. All those boys that needed a safe nurturing place to be, and how many of them were better off for having been taken there? It's not about money. It cost these boys their lives, their souls, their trust. Those people who knew, who didn't care, they should feel such shame. Just my opinion.

thanks for your e-mail. from what i've read, dshs, the olympia police department, and other "authorities" didn't consider child on child rape to be against the law. it was considered "normal experimentation". The "paulette" you mention, may have been Collette Queener who was an assistant director at the OKBR. Collette, OKBR Director Tom Van Woerdan, and OKBR counselor Laura Rambo Russell were ineptly charged by Wa. St. with "criminal mistreatment for failing to stop abuse". The charges were dismissed by Thurston County Judge Daniel Berschauer on technicalities. The lawyer who represented Collette Queener said, (Nov. 14, 1996 Olympian), that it was a "witch hunt", and that " a more innocent person (than Queener) you could not have for a client. She's an ex-nun ..... I don't see how you could view her in an evil or negative light."
I congratulate you for doing the right thing, when all those adults looked the other way. I repeat on most pages that the " OKBR has cost the Washington State taxpayers over $35 million dollars (so far)", because I think most people don't care about the kids involved, but they may care that it has cost them (taxpayers) money.

There were many obvious and long-term warnings about the 1970-94 child abusing Olympia Kiwanis Boys Ranch.

  • DSHS knew since at least 1977.
  • The OKBR staff certainly knew.
  • The abused kids told staff, schools, counselors, police, caseworkers, therapists, ect.., about their abuse at the OKBR, but nobody investigated.
  • Olympia Police Chief Wurner came to an Olympia Kiwanis meeting in 1986 and told the Kiwanis about the troubles at the OKBR. Chief Wurner was ignored. Maybe he should have done more, but he probably wanted to keep his job.
  • It was well know by the Thurston County courts. These kids were constantly in and out of the Thurston County legal system.
  • The OKBR was written about in the Kiwanis Komments newsletters, and the Kiwanis Board Ranch minutes.
  • All the OKBR Board Members had a legal oversight of the OKBR.
  • Were all Olympia Kiwanis Attorneys & Judges and/or Politicians uninformed?
  • It's amazing how blissfully ignorant some people were about the OKBR. You can read about their guiltlessness in some of their Washington State Patrol and Office of Special Investigation statements.

  • Here is a 49 page index of 5,223 pages of documents that the WSP collected about the OKBR. Anybody can order any of those public documents by following the instructions on that page.
  • The OKBR sent kids for weekend visits to child abusers who donated land to the Kiwanis. The Kiwanians sold the land in 1993 for $125,000.
  • Can the Olympian Newspaper claim ignorance?
